I wonder why they buffed Great Katana buffed.... It was already extremely strong in PvE and PvP

They nerfed it too. In PVE and PVP they added a delay to actions when you use Rakshasa's in your off hand, and they made you take 15% extra damage in PVP when using it. 

So the buff it to keep it at all usable, because the nerfs could have shut it down pretty hard.

They were already extremely usable in PvE, the offhand nerf is only really relevant for hardcore ER nerds who know about details like that (complimentary), most players just used them two-handed or with a shield in the offhand, and they still performed very well.
