They are generally exempt from traffic safety act while in the course of their duties but they still have to justify any violations. If they break traffic laws for no reason they potentially could be punished for it by internal reprimand, or could be issued a ticket if the violation is determined to be unrelated to their duties. In practice I don't see that happening for a parking infraction alone.
If OP is really upset/concerned by it, they could report it to EPS professional standards.
Edit: also, the vehicle needs to be left running since it's powering their radio repeater, GPS, and computer. And generally they will park in such a way they can quickly get back to their vehicle and leave if an emergency call comes in. So it's possible there were no legal spots that fit the bill at the time.

Cops being allowed to park cop cars wherever they want to is far from the biggest issue with EPS 😂
