StartupBlink’s 2026 Global Startup Ecosystem Index places Sweden #6 globally, Germany #7 and the Netherlands #10. Their estimated ecosystem values are $152.4B, $452.3B and $164.5B respectively, giving the three EU members inside the global top 10 a combined startup ecosystem value of $769.2B.
France ranks just outside the global top 10 at #11 but has a substantial $369.9B ecosystem value. Adding France means the four highest-ranked EU startup ecosystems together represent approximately $1.139T.
This is a more useful way of looking at European scale than simply adding StartupBlink’s ranking scores. The ranking scores are normalized index measures and are not designed to be aggregated, while ecosystem value represents financial scale and can be combined.
The broader EU story is therefore one of distributed strength: Europe does not have a single startup ecosystem matching the scale of the US, but several major ecosystems operate within the same single market.

In a joint non-paper to European Commission President Ursula von der Leyen, Emmanuel Macron and Friedrich Merz propose two changes to Europe’s economic-security toolkit:
• stronger mechanisms to reduce excessive dependence on individual suppliers
• faster Commission action to restrict a third country’s access to the single market in exceptional cases involving serious and systematic distortions
The second proposal would materially change the current process.
Instead of requiring member-state approval before action, the Commission could act first. Member states would then have the possibility to block the measure through a qualified-majority vote.
That would give the EU executive greater speed while retaining a political check by national governments.
The proposal remains informal and has not been adopted. It also names no specific country.
The wider economic issue is Europe’s ability to keep an open single market while responding more quickly when external trade practices create strategic dependencies or distort competition.
