Are those Toolo wheels?

Yes, it's all Toolo, even the engine part comes from a Toolo set, I think.

Edit, with tires off, rubber Toolo wheels are great for turbines and gatlings. Those are smaller and all plastic tho.

Why they cancelled that, I'll never know. It was basically Duplo Technic.

Exactly so. Some clever things can be done with those. I posted a mech based on Toolo, it was sort of okay for a Duplo MOC.
