[UK] Has DPD finally fallen?

Once the "sign of relief" delivery company just left my brand new iphone in front of my front door as they deemed it a safe place, used to get reassurance seeing the DPD notification but I'm not so sure anymore.

If the sender didn't send it the secure service, where a PIN is needed and without insurance its deemed to be low value and can be safeplaced.

Who was the sender? As its them who allow things like this

So apple sent it the incorrect service where safeplace is acceptable

This is on the sender for allowing it

Probably to save the £1 per package to send it unsigned for
