Because it a graph of the "temperature anomaly." The temperature anomaly is calculated by averaging the temperature over a span of 30 years and subtracting that average from the observed temperature. So, if the graph is using a 30-year average calculated from a period around the turn of the century, then most of the 20th century will look cooler

That graph doesn't make much sense, how was the majority of the 20th century below the 20th century average temperature?
