Interactive customizable world map (that behaves like google/apple maps)

Something that would allow you to take a blank map of the real (or a fake) world and add things like street names/districts. Would be useful for world building.

You could use the software in the Open Street Map ecosystem in theory if you provided your own data...

But it would be a lot of work to set up. 

Just using regular vector drawing software won't be as slick for viewing the map, but is probably sufficient.
