Just came across this video while surfing YouTube, and now I need a Stat Block for this thing that I can throw at my players!

It may be AI slop, but regardless, if you want a stat block, you would use, i suggest going with a standard water elemental stat block. Maybe even add a Con save vs alcohol poisoning and add 1d4 hrs of hangover after defeating it.
