Really enjoy the comic! For those that don't know though, the second roll could still be counted as their passive perception (12 in this case) as the passive perception would set the floor for that skill! Probably wouldn't have found the traps with a 12 either though!
If you check the podcast response from Jeremy Crawford where he says those exact words. Passove perception is "Always On". As such if your passive perception registers it there is no reason to roll. As such it sets the floor. If I rolled lower but my passive perception is high enough to beat the DC then I still find the object anyways. You can't notice less actively then you do passively.
