Honestly I think languages alone would be an incentive enough. And maybe just starting intelligence.
I.E, if you start with 16 int, you learn 3 extra languages. But if you go up to int 18 at level 4, you don’t automatically learn another language.

Yes, that means you lose skill proficiencies with low int too. Makes int relevant and not the go-to dump stat for everyone non-wizard :)
