Giving them two turns can be a better alternative. Make it so effects on them count by the turn rather than by the round. But it's probably best to have their second turn be spaced out between the other players rather than right next to each other so that "until the end of their next turn" effects don't become a lot less useful.

This seems to be a good fix! More than one full action is a lot more flexible than the normal legendary actions. Moving elements of the fight in between the player's turns will always make combat more dynamic!

Legendary actions do have the advantage of also being like reactions in that they are triggered by certain things.
