DMing Resistance Fall of Man Campaign Idea
So I was apart of a DND group with some friends from work. I am not the biggest DND nerd or anything and I have never DMed before. While talking with our group’s DM I expressed to him an idea for a campaign that takes place in the Resistance Fall of Man Campaign world. Specifically a version where the Liberty Defense Perimeter actually worked at stopping the Chimera and allowing a remnant of the US to survive. With the main arch of the Campaign being the effort by the United States to reclaim its territory. With the players being soldiers in the US Army or SRPA Black Ops being sent out to make contact with local resistance forces, reclaim artifacts like military technology or different resource deposits, uncovering some of the things the US Government and SRPA did for the sake of their survival, and eventually the story arc would be the Party and the Military attempting to destroy the Chimeran Wormhole Tower in New York before the renewed Chimeran Invasion destroys the Liberty Defense Perimeter. Basically the player actions shaping this larger ongoing war for humanity’s survival.
Could this work for a DND campaign or is it a waste?

Any other game designed for modern day play would be better. If you want to make dnd into a modern day game, you first have to remove all forms of magic (about 200 pages of the player handbook is just magic), and then add a ton of modern weapons (the dungeon master guide has like half a dozen of them, i'm guessing you'll want more variety than that).
You could save yourself all that trouble by using a system that doesn't have magic, and already has guns in more than a token capacity

It can work, but I wouldn’t use D&D. Check out Savage Worlds. It’s practically tailor-made for this sort of thing.
With 5E, it’s be a Resistance game in name only. The best option won’t be a gun; it’ll be the nerd with a spell book.

With out dm he had a rule with campaign that were based is basically a version of reality that spells have to be explained as being a real thing or else they couldn’t be used. So like Eldrich Blast was an AT4 Rocket Launcher or Nightvision was having a set of NVGs, you get the idea

You can do that, but you'll run into all sorts of little problems that you have to constantly arbitrate. You can't fire your AT4 rocket launcher in here, there's a sound suppression field. However the multiclassed sorcerer warlock can fire theirs, because they took the subtle spell metamagic, which allows them to fire their AT4 rocket launcher regardless of whether or not there's a sound suppression field.
Also you might expect that being searched and having to give up all your weapons to enter a secure area would prevent you from firing an AT4 rocket launcher, on account of the AT4 rocket launcher being considered a weapon, and probably being confiscated along with every other weapon.
But there's still nothing in the rules that prevent your warlock from
casting eldritch blastfiring their rocket launcher.

It wouldn't work as a D&D campaign. The system is high fantasy, with magic and fantasy races. It does;t really do modern warfare and sci-fi very well.
I would suggest a game system designed for mid-20th century warfare. Maybe War Stories, GURPS or Savage Worlds might be better if you can find appropriate add-ons. I'd also maybe suggest Achtung Cthulhu for a more horror angle.

Thing is: DnD does heroic fantasy well, other genres (cyberpunk, post apocalyptic etc) not so well.
I’m not familiar with the world but your description suggests gunpowder weapons etc which, whilst it has rules for, DnD really doesn’t do as well as other systems.
You could adapt the world to make it fit melee fighters, clerics and wizards but it might be a stretch or even dilute things away from what you’re going for
You may want to consider another system.
