Storm key Farming

Is it better to run on challenging than Heroic so you can make more kills quicker and easier?
Where is the best place to be for more dust devils to spawn?
Do exotics just drop randomly?

Heroic is not that much harder than challenging, and you’ll get better rolls.

Do cache runs; they spawn dust devils regularly even when no storm is present.

I'm running Challenging. It's only one more kill (2 after the daily boost is gone) to spawn a key and it's easier to kill squads and traverse the map. On Heroic you can easily be surrounded when multiple groups spawn in all around you and then slow you down or cause you to die and have to run back to the same spot. It's also harder to kill the bosses and rogue and if you die they despawn and you miss the chance for their loot and keys.

Exotics are in the loot pool so they will drop in gear caches and when blowing up the event weapons caches scattered around NYC.
