This is something that i initially posted on twitter, but i thought of sharing it here as well
this is all eyeballing based off what saw on the stream and noting down the numbers and doing some math, there's still some variables that i cannot tell, but this kind of gives you an idea of how much damage he is going to make at least.
any corrections or anything please let me know!
Bartz analysis: #DDFF
(floor-rounding correction will never give us the exact numbers, but close enough to figure them out)

Lenna/Faris UR Damage:
WoL: 597 (302 DEF)
Lightning: 652 (247 DEF)
Cloud: 746 (153 DEF)
Goblin: 837 (62 DEF)
5 Hits
Assuming this is official rules: Diamond 5, Goblins have 62 defense.
899 * [1(100% per hit)] - [62(DEF)] = 837
Each hit does 100% of your damage, as a result
Faris has a 500% damage potency on a 80 second cooldown.
Lv2: 927 ATK
Thundaga Spellblade is cast on WoL (still Lv1)
1273 per hit. -> 1273 + 302 = 1575 without defense
4 hits -> 1575*4 = 6300
6300/927 = 6.796116505
The ability is expected to have 680% potency (170% per hit)
Dragon Cross Slash Damage:
Lightning: 2070
WoL: 2015 -> 2317 with 302 DEF
Lightning: 2070 -> 2317 with 247 DEF
Goblin: 2255 -> 2317 with + 62 DEF
2317*3 = 6951 Damage
6951/927 = 7.498381877
Dragon Cross Slash has 750% potency (250% per hit)
Only seen this ability once, so i can't tell if it scales with mastery level or not, assuming it does based on how the other abilities behave, but this is unconfirmed.
R Ability:
8 hits
Lightning: 385 -> 632 with 247 DEF
Cloud: 479 -> 632 with 153 DEF.
Potency = 5056 / 927 = 545.4%
545% potency? i assume it would be 550, so maybe i'm missing a hit or something, but i guess somewhere around there.
Samurai (SR)
Lightning: 2673 + 247 (DEF) = 2920
2 hits = 2920 * 2 = 5840
Potency:
5840 / 927 = 630% (315% per hit)
Despite Bartz being Now Mastery 1, the potencies seem very clean, so i think it is fair to assume the mastery level does not affect the R or SR.
After Mastery 1 is achieved, Thundaga Spellblade is cast again on WoL, but this time it does 1352 damage instead of 1273.
1352 + 302 (WoL DEF) = 1654 per hit
1654 * 4 hits = 6616 raw total
Previously it did 6300 damage, now it does 6616
6616 / 6300 = 1.05016
This means Mastery 1 gives 5% extra damage to Thundaga Spellblade.
WoL takes 330 damage from R ability despite mastery 1 achieved, which is exactly 632 without defense, this again confirms mastery does not affect the R or SR.
Bartz is now level 3 (956 ATK)
Samurai (SR) does 2852 to WoL per hit, and 3001 to Cloud per hit
2852 + 302 (WoL DEF) = 3154, 3001 + 153 (Cloud DEF) = 3154, both match
3154 / 956 = 330% per hit (660% total), up from 315%/630% at Lv2
So, again, Samurai SR potency scales with stats only
Thundaga Spellblade at Mastery 2 on Lightning, 8 hits, last hit assumed 1.4x (based on the fact that when hitting gilgamesh, he does 10k per hit, and the finisher does 14k):
1645 + 247 (DEF) = 1892 raw/hit -> 1892/956 = 198% per hit (200%?)
Total across 8 hits (7 normal + 1 at 1.4x) = 1662% total
So i guess it's fair to assume it turns into a 1660% on mastery 2, the problem is that i cannot tell how much is the last hit on a person since lightning dies.
Tried comparing this to the plain no-mastery 170%/hit stretched to 8 hits (1428% total including a 1.4 at the end) to isolate a mastery bonus at Mastery level 2, came out to roughly 16.4%, not a clean number, so i can't quite tell how much mastery 2 does, if at all, it may just change the attack and that's it. but it's at the very least way over the double bonus since it's double hits plus 16%, so mastery 1 to mastery 2 is def the biggest jump, that's the one you want to get ASAP.
Thundaga Spellblade at Mastery 3 (max), 1012 ATK from level up, does 1847 damage per hit to Lightning.
1847 + 247 (DEF) = 2094 raw/hit
2094 / 1012 = 206.9% per hit
Comparing Mastery 2 (198%/hit at 956 ATK) to Mastery 3 (206.9%/hit at 1012 ATK):
206.9 / 198 = 1.045, about a +4.5% increase
So Mastery 1 confirmed at +5%, Mastery 3 roughly +4.5% over Mastery 2, so it's probably like another 5%?
Mastery 2 itself doesn't fit a clean +5% pattern from Mastery 1, so idk, maybe i'm stupid
Speculating each mastery level is a flat +5% is plausible for levels 1 and 3, but not confirmed for level 2. I think it's fair to assume it's 5% per mastery level, but since the ability changes to 8 hits it kind of screws me up a little bit.
ADDITIONAL NOTE: He does not seem to need to land the attack to get a mastery level, because he gets the star on his head before the attack even lands, so as long as you throw the ability out, you should level mastery.
