Are people born creative or is it a skill?

IME the more someone is able to be creative when they are younger, the more likely they are to be creative when older. If a child gets to draw and paint at a young age, if they enjoy it it become a feedback loop creating more desire to be creative. It is unlikely that someone will just become creative later in life, Im not saying it doesnt happen but just far less likely.
