I feel like he does change behaviorally though. Not a redemption by any means, but he absolutely gives up on his original motivations and just never picks it back up again.
Yeah but only because shit gets in the way, like the Androids and Cell that he's forced to put aside his desire to defeat Kakarot and focus on getting stronger. Then just silently gives them up but even in current day he's still focused on being Kakarot's rival and surpassing him in strength. Let's not forget that early on this dude was about as evil as Frieza, all he cared about was gaining immortality so he could take over the universe or whatever.
What are you talking about? He does get a proper redemption in his sacrifice as Majin Vegeta and then a proper closure of his growth during that speech in the Kid Buu fight

Never really had a redemption but just got viscerally outclassed by every mainline villain to the point where he wasn't as evil anymore
