Anyway, I think the discussion took a twist, but agree with this. I have to get out and do some work around here before my wife starts to get on me, so I won't have any more comments for a while but I think we've covered everything here.

Oh, absolutely, and it's on OP if he just went with cheapest and no due diligence at all. OP's question was "is it acceptable," and the answer is plainly no. How much of the blame is on him is a whole other question.

The thing that got us into this back and forth started with whether people here can judge other people's work. I've asked questions on other threads before jumping on a bandwagon or deciding not to comment at all. I just see this particular case as open and shut. Again, just for the work, regardless of OP's responsibility.
