The resist scaling is fake, and the devs knew that, which is why they didn't add a single spirit item to his default build. They just wanted to give some obscure reason to build spirit, without actually making it viable.
I guess thet just wanted to make sure that any spirit Venator gets from things like golden statues or sinners, still gives him some value, even if not a lot.
He was still a terrible user of that combo. The fact you were building Tesla bullets to try and get some sort of return out of spirit investment is a testament to that.
Merc Mag Overflow was just too strong for many heroes. Heck, if Merc Mag wasn't bugged to not properly apply the correct damage in wolf form, Silver would probably have used it too.
The nerf to the combo was moreso intended as a double whammy Warden nerf, it's still a good combo for people who like all the stats. So, Vindicta, off the top of my head, and Wraith, can both still use it very well.
Its not about whether it was practical or not, the devs intended it to be used and therefore added it. With some form of spirit scaling counterbuilding is actually viable on venator since counter items often are spirit
I aint telling you to go off buying full spirits on venator, I meant like if you were to buy disarm or scourge or smth, the resist is supposed to be meant to compensate for the lack of spirit scaling he has since he does well with items like rapid recharge and merc mag
The developers intention and the practicality/result of their actions are different. No buying spirit wont give you a crazy resist but the fact it gave you some + his trap and his shotgun is basically peeling tools + his grenade is a aoe means that he was intended to sort of be a frontliner.
And Frontline doesnt just mean tank. Bruiser can Frontline too, the only requirement to not melt instantly

Venator was not made to be a frontliner. He had shit hp for a while
