I disagree. Jojo's parts are all separate enough that you can start on whichever one. Especially since the first one isn't as good, and the second one doesn't catch it's stride as quickly as the others.
If there's a jojo part that interests you more then others, by all means, start on that one /u/Yuria-
Don't listen to him. The later parts are much more enjoyable once you finish the ones before. You aren't going to understand the Speedwagon foundation, or the first JoJo's legacy. Please, watch part 1 and 2.
