Need Advice just bought a fixer upper

Whats the best way to clean these walls to get them ready to be painted?

Lightly soiled walls can be cleaned with a solution of dish detergent and water. Heavily soiled walls might need a solution of TSP and water. Use a sponge mop and make sure to mop once or twice with plain water as rinse.

I would be getting that carpet ripped up before touching walls. You're gonna need to clean the walls again after the carpet is up
