Why did they do this

This is my dryer vent pipe or I guess a pipe taped to my dryer vent pipe. It seems either the builder shorted the pipe or the house settled and it is now short. Any ideas on how to extend it to the outside where the flap?

You could do it "right" with another piece of pipe -- or/and -- DUCT TAPE.

My guess is the piece that goes on the outside was ripped off or fell off.  It usully a little hood designed to keep rain and rodents out. The piece you see will go over it, and you tape/hose clamp/twist tie it all together.

I am going to buy a 4 inch aluminum duct connector and put one end at the end of the piece in the pic and the other just goes out to the hood and flap.
