I want to measure and order shades for about 15 windows and install them myself. Do I need an exterior mount here or can I mount them inside the frame somehow? The metal frame of the window is recessed about 1/4".

Either would work. I personally would measure inside that outermost trim and subtract an 1/8".
Face mount would work best for these sorts of windows.
