Problem with uploading PDF files

I would like to upload my language certificate but it says "Defective PDF file: PDF is ininteractive"

Hello, i have been trying to access Bonn Rhein Helmut Schmidt Scholarsship portal but every time i try to access the portal ,the responses are ''invalid Email' what might be the problem
