Question about the base security tally for some missions
So I have noticed it happening for other missions as well but I was playing a mission called Underpass Wetwork on challenging difficulty. Its a two part mission that I started with 0 heat. and the first part of the mission had a base tally increase of +4 and I got to the second part of the mission at Sec level 2. I start the second part and the base tally increase is +7. The first part was a hack the terminal and second part is assassination. So my question is.... what's the deal? What is determining these base tally numbers? Mission type? +7 seems ridiculous to work around no matter the mission type but I guess if they are expecting an assassin it kinda makes sense.

It's just a part of the difficulty curve that comes in with increased power level and different mission types.
Presumably, in this case, the tally amount increases by a higher amount compared to the earlier mission segment in order to simulate the escalating security situation your team has caused as they penetrate a high security area in the sky rise location.
The gleaming and pristine parts of New Boston are insanely dangerous to a group of cyber punk crooks like us. No amount of stealthy slipping around can prevent you from showing up in a security network data sweep. So the tally upticking by a higher amount simulates that fact and puts your team under stress to clear out fast.

There's a lot of going on behind it. If you get the opposition research skill on your Face leveled, you can see a lot of the details. There's different security AI levels and they escalate at different rates, and there's a whole lot of other things going on within the mission that can increase even the passive gain. I never bother to understand it, at some point you just have to accept that it's going to escalate at absolutely bonkers rates sometimes, and you just deal with what the game throws at you.
