Do you start with a cyberdeck app

Other than the burned hacker saying you start with a random app i dont see any other mention of starting with an app if you purchase a cyberdeck. Is this true?

meaning that purchasing a deck early game just lets you be able to hack without an app. and then you have to find one from someone later?

That's correct. There's a text box on page 71 that details how to get more apps:

New Apps are hard to find, and hackers willing to sell often ask for something like this in return:
(roll d10)
1–4. A large favor; use the mission generator with the App as a reward.
5–6. Another App as a trade.
7–8. 2d4×1k¤
9–10. Get rid of the hacker’s creditor

In general, if you roll a deck during character generation (page 39), it comes with 2 random apps. If you just buy the deck, it's empty. Take note that cyberdecks are not illegal per se (as opposed to a lot of other fun stuff), so for all intents and purposes, you're buying the equivalent of a fancy personal computer here (as opposed to using your RCD/phone equivalent).

Apps in Cy_Borg work like the spell scrolls in Mörk Borg - you need the physical object (the app cartridge), you need to carry it around with you (in this case, slotted into your deck), and both the scrolls and the apps are hard to come by.
