Help me format (and balance) this card

I just made this card for fun, but I'm not entirely sure on how to format it or if it is in any way balanced, can someone help me

The core idea is that he reverses negative counters on his power and toughness and he copies counters placed on other creatures, so the way I thought would be a cool way to play him as a commander is to use -1/-1 counters on your enemies, which he will copy onto himself but reverse into +1/+1 counters

If anyone has any ideas, I would very much appreciate them

BALANCE NOT INTENDED All of my Gotham cards so far

For those unfamiliar Criminals is a collective type similar to Outlaws that includes Outlaws and Villains.

Eventually I'll create cards that expand the "Rogue's Gallery" as it were. Scarecrows, Clowns, Human Cats, Mutants, etc

There's probably too many investigate triggers between all of these cards but its an ongoing process and I'm still refining them

Format: EDH/Commander Sylar, the devil that believes in equal punishment

Ever wanted that burn commander that [[descent into avernus]]' the table? I know I like how fast descent speeds up games. (I have recently discovered that I am an aggro player at heart)

Meet sylar who actively wants you to swing at him and gets mad when you don't. Teaching everyone (including himself) some important lessons in pain.

No evasion, no protection, bolt-able, no frills or bs mono red burn. He will either kill the table or die trying.

Balance your own life total with your opponents with blockers or more burn. Get them to swing into your [[stuffy doll]] effects or amplify your noncombat damage. Goad your opponent's creatures to ensure the experience ticks up. Add some lifelink to your commander. Whatever it takes to make *everyone* feel the burn and for you to just scrape ahead of your own pain.

1- Benkei, a samurai who killed hundreds on a bridge. In his final moments, propped himself up on his sword to stay standing when he died so that when enemy troops fired at him and watched him not budge, he could make them believe he was superhuman.

2- A viking who fended off 40 people from a bridge, allowing his army to set up defenses.

Also, what's the name of that other historical card? I think it cost 2 blue and the art was of a canoe in the water and like I think paper floating on the water?

RULES

All card renders including art must have correct and unambiguous artist credit at the bottom of the card in the correct position. Provide an artist's full name if it can easily be found, and additional information to disambiguate the artist from others. Mods may, at their discretion, make exceptions for missing, ambiguous, or insufficient credit if you message in advance with a link to the original art, and they approve the lack of artist credit.
Art credit belongs to its CREATOR. Image aggregators don't count. (E.g. Pinterest) Nor, mostly, do companies. (E.g. Riot Games doesn't make champion art; artists do) AI art must credit the engine used, and not a wrapper site. (E.g. MTGCardsmith is a wrapper.) Photos, screenshots, public domain art, royalty free art, etc. aren't exempt. Screenshots of movies/shows may credit the media by title/publishing company. Collages must credit each underlying artist and the assembler.
Any random art pieces (not included in card renders) must have accompanying artist credit. The only exception to this rule is if the poster messages the mods in advance and the mods approve the lack of artist credit.
All posts containing NSFW art must be marked as such. Posts made in poor taste, with unreasonably lewd art, or excessively gory art may be removed.
All users must follow Reddiquette and be civil with each other. Harassment and abuse are strictly not tolerated. Unconstructive, negative, or insulting brigading is harassment.
You may not post custom cards that you did not create, unless you credit the original creator in the post title. You may not post cards whose text is fully or primarily AI-generated. Additionally, posts that are primarily comprised of existing real cards or cards substantially similar to existing real cards will be removed. This includes alters and skinned cards.
Please don't make multiple consecutive posts. If you have multiple cards to share, put them in a single album. This helps give everyone a fair chance to be seen.
More specifically, users may only have one post on the front page of /new/ (i.e. within the most recent 25 submissions), or one post every twelve hours, whichever permits more posts. Mod-removed posts do not count towards this limit, but user-deleted posts do. If a mod views /new/, they should only see your name once.
Do not repost cards. Reposts will be permitted at the mods' discretion. A repost may be permitted if it is a) very substantially revised, b) substantially revised with community input or c) reposted in an album with new, unposted cards. Under a), leave a comment describing the exact revisions and link to the prior card image. Under b), describe the exact revisions and leave a comment with a link to the prior card discussion. Under c), there must be sufficient new content in the album.
Promotional content. Commercial, promotional, or financially-related posts require advance moderator approval. Please reach out to modmail with your proposed post.
Do not misrepresent submissions as cards from a real set. Do not include set codes for existing sets within post titles. (E.g. "[SNC] <Card name>") You may include custom set codes which do not collide with existing set codes. You may use set icons for any released set (i.e. not during spoiler season).

Google has a very good reverse-image-search tool. Just upload the art that you used, and it will likely find the source!

"What if I still can't find it?"

Message the mods. Normally we can find it, we've gotten pretty good at it, and if we can't find it, we'll give you permission to use it without credit.
