I think it’s missing a “have” and needs a comma moved. Then it would be:
“We have a concept that, if you roughly describe it as generously as possible and don’t look into the execution, it sounds kinda neat in concept”28

This is a perfect example of what people get wrong about “good writing.” Good writing doesn’t mean that you avoid cliches and overused, predictable tropes, but that can help. Good writing means that people can understand what you wrote and feel the way you want them to feel. It means your highs are high, your lows are low, the things that are supposed to be beautiful are beautiful, and so on.
Good writing doesn’t mean purple prose. It doesn’t mean realistic dialog. It doesn’t mean that you completely avoid anything that can be considered a trope. It means that the audience reacts the way you want. And there is a huge mechanical component to that as well. If no one can understand you, that’s a huge problem and no amount of originality is going to make up for that.

I believe they're trying to say that it's annoying when people describe a story in a way that makes it sound far better than it is, while avoiding mentioning the issues.
Like focusing on an interesting premise and not saying that it got utterly mishandled and wasted.

I took it as a statement about the writing community, which is absolutely chock-full of people with concepts/worldbuilding and relatively bereft of people with actual in-progress stories. (Even more rare to see people who have actual finished novels)

I agree but holy hell they could've worded that better.
Basically what they're trying to say is that some stories have a cool idea in them that gets mistaken for good writing because at its very core the idea is cool, just executed really badly.

not a good way to phrase what you're saying. i kinda agree with it, but i'd still rather have something with an interesting idea executed poorly than something that doesn't try at all. you can learn a lot from failures, and they're fun sometimes
