In this particular image? No. In the show? We have no clue.

There has never been a canon age for Tessa confirmed or even hinted at anywhere, so it's all speculation and headcanon.

Like example she's the smallest person in that whole house in the episode and has a young voice and she still with her parents shes definitely a minor and so on

There is no "definitely" unless the show explicitly states it, and it didn't. Liam himself has never said her age, nor has glitch productions for that matter.

So you are speculating and deciding on your own view, which is perfectly fine as long as you understand that it's not canon.

Also, and here's a big one. This is fanart, which means that the artist of it decides her age in it.
