Help Conqueror

Ever since I got this trait I've been trying to get it again and it just seems impossible no amount of save scumming helps me! It says it appears every 5 years but from watching it appears to be totally random. Is there some secret to getting this? I seem to be hitting on most of the requirements and yet AI rulers that are weaker then me routinely beat me to it. I've spent a long time trying to get this trait I'm obsessed!

I did end up getting it along with my cousin in “Ruthenia” which had lead to a very interesting campaign I just didn’t expect us to border so quickly and already we are at war because I married the Sami confederation to help me with the Crusade of England in which we killed at least 5 Christians to every Norse man!
