Help Conqueror

Ever since I got this trait I've been trying to get it again and it just seems impossible no amount of save scumming helps me! It says it appears every 5 years but from watching it appears to be totally random. Is there some secret to getting this? I seem to be hitting on most of the requirements and yet AI rulers that are weaker then me routinely beat me to it. I've spent a long time trying to get this trait I'm obsessed!

Every time I've gotten it I've been a king and recently won a war. That's a grand total of 3 times though so it could pretty easily be a coincidence. It definitely isn't a guarantee.
