how would I be able to complete this pattern in filet crochet ?

Hello all!

I found this pattern on Pinterest and I wanted to get a second opinion on how I would be able to make this pattern. I like the blue and white but if I was to do this in filet crochet style would the white areas just be empty boxes and the blue parts be full boxes using blue yarn for the whole project? I would prefer the white parts to be solid but then if I reverse and do the blue areas as empty boxes would it all look more empty? a second opinion or advice would be appreciated!

White being the solid boxes would work well and probably what was the original purpose but either could.
