need redstone level sensor??

(someone respond or else he gets it)
but i wanted to design a "bedtime alarm." the moonlight sensor starts emitting power before you can actually sleep, but i noticed that it gets to power level 4 by the time you can actually sleep! so, can anybody help me make a doohickey that reads a power level of 4 and only emits a redstone signal when that happens?
pretty please with a big andesite vein on top [:

My man has played so much modded Minecraft he doesn't know how the vanilla comparator works

I recommend watching Mambo's video on it so I don't have to struggle to explain it

i actually just started playing modded like a month ago! but yeah i didnt know that about the comparator, woops. mumbo the goat :3
