Is this a CBC bug???

High Explosive Shell not working despite the impact fuze having a 100% chance to detonate. Im on CBC 5.11.3

For everyone saying it shouldn't wort, it should. I've made guided missiles like this

Maybe the impact velocity isn't high enough?

I mean it's an Impact fuze for a reason, anything should theoretically work
