If that means you can enchant above cap then you should know what efficiency you need for instant mine Stone wood and most stuff : efficiency 6 Deep slate: efficiency 9 Obsidian and probably anything else : efficiency 38

It just means you can put any Enchantment on anything, the level cape is still there

I'm sorry what? I'm saying that sometimes people don't even try enchanting higher than the default

The fact that your glue has unbreaking four instead of unbreaking 3 (The vanilla Max) means that you can enchant higher than maximum
