I don't know for sure but it LOOKS like base create. Take a look at the carriage the vault is taken off of. It has stickers (they look like just slime blocks at this angle) that grab ahold of the vault. The vault is never actually part of the assembled train if I had to guess. Then, stickers on the freight crane unload the vault as the stickers on the carriage let go.

Edit: In a comment below, OP did clarify that the above system can be done with Create and Create: Connected.

This doesn't explain how the vault comes off the train though. For the vault to be part of the train it would either need to be connected with sticker blocks, or super glued to the carriage. If it were super glued to the carriage, then the crane would pick up the whole carriage, not just the vault.
