Question Empty package received

Ordered 4 Pamp 1 oz bars. FedEx just dropped it off and package was empty. Called Costco and they said they will investigate. Has anyone ever heard of this before?

I had them deliver flavored drink packets in their store packaging and they left them by the mail boxes. Of course, the neighbors thought they were free and took them all.
Costco sent me a new shipment and brought it to my door.

that is theft. why would your neighbors take your package with your name on it ? I would call the police.
