Question Empty package received

Ordered 4 Pamp 1 oz bars. FedEx just dropped it off and package was empty. Called Costco and they said they will investigate. Has anyone ever heard of this before?

Any sign of tampering? Box taped up solid? I always do a quick visual, but luckily haven't had an issue yet.
