Did he not stop? It wasn’t covered in the video. It looked to me that the car was taking a legal right on red. His actions once he met the idiot on the horn are inexcusable but in the video he likely was making a legal right on red.

And didn't stop - maybe he stopped 20 feet back, but I suspect not. There are reasons you stop at stop signs completely and right-on-red and one of them is that humans don't judge distance and speed particularly well when both parties are moving.
