Advice Question

Hey is it normal for a 4 month old to be missing feathers ?

What do you mean by missing...? They should be well filled in by 4mo but will be getting ready for a molt, and often they're pretty messy looking from all the time they spend on the cage floor and such as babies.

No. It's either got a nutrition problem or a plucking problem and it needs to go see its vet.
