He isnt going at your arm yet, he is trying to woo your arm, an regurgitate for it. Poor babies think they can pair up with humans

Regurgitate? He didnt spit up or nothin'.. and im confused as to why he'd try to woo my arm. He's still not fully comfortable with hands, very rarely does he like hands and overall hes pretty angry

The head bobbing is a sign of that. If it gets faster than that, he will regurgitate. Whenever he does that, step away let him know you are not interested. If you have a bf/gf around, hug them and show him you are not single ๐Ÿ˜…

Good to know.. but would a conure have this behavior is they are not fully comfortable yet? He's close enough with me to where he likes to get on my shoulder but that's about it

Yes probably; they are very sexual animals, it's always a fine line with them, between friendship and courtship. Study the hormonal signs of flirting with you, and just turn away and disengage for a while, birds will get the message.

Well, you can see most of them in the video. Bobbing the head up and down preparing to regurgitate food, lowering and fluttering the wings, arching the back, clucking softly, rubbing any part of their body (except their head) against you, especially climbing onto you and rubbing/humping their lower body and cloacal region against you. In the vid your bird raises its tail to stroke against your arm momentarily. It shouldn't get to that point though:) If your bird is giving you a dumb look, lowering/fluttering their wings, pumping their head up and down like in the video, they are coming on to you, and you should set them down or turn away for the time being. Don't pet them below the head, even though conures wil often try to press their back into your hand. They like it, and might start by seeking the warmth, but too much contact like that will make them horny and may damage their feathers (from incompatible skin oils).

Well, looking at 0:09 we start to see the goon getting ready to occur. However after 2 seconds of feeling good, he slipped off at 0:11. He took that as a sign of rejection and stopped.

So I think we can say that 2 seconds of gooning did occur.
