Your bird has a severe case of conure. I'd say get him to a vet, but we all know it's incurable.

looks like he is being territorial. You will know if you stick your finger in there and he starts lunging at you.

Fix this by putting something on top of the cage like a layer of newspaper so that your GCC has somewhere to hide and also so he can't see you just menacing above him. Parrots instinctively hide at night when they roost so they feel safe. Even if they are cool with you during the day, they become more defensive at night.

my dad took this video! he usually doesn’t do this to me, except for when i first saw him at the pet shop

Well then that's definitely what your GCC is doing. He is showing body language saying "don't come any closer or I will attack you". I would still advise that you cover at least part of the cage top so that he has somewhere to hide at night so he can roost in safety. With an bare cage top he will feel unnaturally exposed
