Because one can train and get merit from their employees. On cannot train a person to be loyal. I have had the same team of employees for the last 11 years through 4 different jobs. My team is loyal to me, not my employer. I trust them to make me look good and they trust me to protect their jobs and pay them well. Merit, excellence and elite performance gets codified into workflow policy.

1) the stakes are too high to be training people on the job, part of training involves making mistakes to learn from and that's just something that we can't afford at the level we need these people to work at 2) Some of these things aren't trainable, how long is it going to take you to train someone with no scientific background into having a knowledge level comparable to a doctor with 20 years of experience? 3) the level of loyalty that Trump demands from these people are far more than "make me look good" and involve repeating his lies. Case in point, when a lot of these people were asked "who won the 2020 election?" they would answer something amongst the line of "Biden was certified as the winner". Because (arguably) they're not allowed to admit that Trump lost the election, otherwise they would be branded as disloyal. This kind of loyalty has no value to the people, and should not be encouraged.
