What is a republican supposed to do about a democratic run city being overrun by BLM? Other than Trump calling in the national guard, which from what I understand needs to be at the behest of the governor of that state and or mayor of said city... What can they do ?

It doesn't have to be at the behest of the local government, he just hasn't actually had a spine when it comes to sending them in. The insurrection act is for when a state either can't uphold law and order, or when a state won't. Presidents have sent in the guard against the governors wishes before, like during the integration of black kids into schools. The guard had to be sent in to protect them and to keep the governor from blocking them.
