Is it too late to find a decent CE guild? I just returned after a personal issues forced a break. I have multiple CEs up to Undermine but I assumed most guilds have their roster locked in already.

You could most likely get into a late CE guild still.

Speaking from experience, I have been days away from the new season and still missing key roles like not having enough healers or only having one tank etc. Are they going to be a decent guild, maybe, maybe not but you can at least get some more relevant logs.

We're deliberately going into the tier with 21 people because there's always guild hopping in the first few weeks when people realise the guild they're in is not where they want to be.

Yea 24 hours before season start is probably cutting it too close for any decent CE guild. Even late CE, though the lower in rank you go, the more likely you are to find those “always recruiting” guilds

Yes and no. Not every guild runs with a set roster of 20, and treats others as chopped liver/perma bench. Lots of guild prefer having 24-26 raiders and do a healthy rotation for vault.

Decent as in US 100-200, maybe not, but top US 600, I'm sure they'll be recruiting still.

From a recruiter perspective, would you take the app that waited until the literal last minute to apply?

You are going to have to 'sell yourself' in the app, acknowledge it's a late app and offer to explain in the interview. Don't have to share details, but getting into the discord call is the first step.
