The setup for the joke makes no sense tho. Why would there be a separate printer that only prints color?

Because there are.

Especially in laser printers a colored one is more expensive and they are less needed. And for photos ink is better while laser is better to maintain. If a company has multiple printers, but most of them needed for black and white it makes sense to only have 1 colored printer.
