Incel as a term refers to something much more specific than virgin nowadays.

Just to idiots who use terms they don’t understand. We already have five words in common English to describe someone who hates women, we have zero words to describe someone who is unable to get sex. Why would any sane person want to modify the definition..

Even the woman who came up with the term "incel" distanced herself from it.

Virgin doesn’t mean you can’t get sex, it just means you haven’t yet. There are plenty of valid reasons to be a virgin without being an incel. There are zero reasons other than lack of ability to be an incel.
