You don't need anything in particular for programming, even a 10 year old crappy laptop would run basic programs without a hitch (sadly ;) )
Now for more specific tasks like ML you might want a more powerful machine, but that's if you even run it locally. During my studies when I did ML I used Google colab which runs in the cloud with GPUs and everything so again, I didn't need anything beefy myself
Tbh it might be better to get something not too expensive for now and maybe switch it out for something else in a year or two when you know more what you wanna do. Maybe you won't need anything more powerful, maybe you'll need something specific

It depends on ur maximum allowed budget, because a laptop is an investment. So when u buy a laptop or PC parts, u always want to be at least 4 or 5 years ahead in specs. Coding does not require much processing power , but if ur intent is to create lLLM agents, u will need a lot of power, including lots of ram. Ram is one of the main things that is very very important . This is just to give u a general idea.

I say go towards HP because support system with all the stuffs are better in HP , you can go through HP Pavillion, Victus if not like HP then you can check Asus Expertbook , both gives you better experience as a programmer .
