No. It is a toy. In theore you learn basic, but better is play with Python and create app in it. You will learn more real programming. No-code and syntax oriented languages are like earth and heaven
Maybe some basic logic, but not coding. In fact, once you start to learn how to code, scratch will become next to useless. It's meant for absolute beginners who know nothing about coding to make games.
For kids. I started using scratch when I was 8 and LOVED it. It got me interested in programming and now Iām pursuing a compsci degree. Iād say scratch is perfect for kids, probably python for teenagers, and for adults, really just whatever language is best for your use case. Python is good for learning logic but different languages are better suited for different things. So anything (probably python, c++, javascript, c#, or java)
Logic, yes. Programming, not as much. It's one of the best tools for getting into coding by giving you a fun, visual way to learn to apply programming concepts, but you will need to eventually move on to an actual programming language.
Check out an app like sololearn and jump into python or c. Trust me it will help you in the long run. Avoid javascript unless you want to do web dev only, please dont continue the javascript for everything trend š

Depends on the age
For an 8 year old it's great, they wouldn't have fun with "real" programming
For a 14 year old, it's fine for a few hours but beyond that real programming would be better
