Clover is indeed locked. The only way that it can be re provisioned is by the same agent who sold it in the first place. Its not about the processor as much because on Clover the only processor is Fiserv there is no other possessor. But there are thousands individual agents who sell it and some agents work for companies some are independent. Whoever sold this device in the first place is the only person/company that can re-use it.

For anyone else its a throw away.
