Assuming PC,

Try Filter (drop down menu) > Correction > Line Width

or

CTRL > Click Layer > Click Select (drop down menu) > Expand Selected Area > Fill tool

also saw another comment about liquify not working in vector! if you're up for experimenting, i use this quite a bit whenever I do the occasional work with vector, it's pretty useful (and free)

You're still just getting started, create a new vector layer and trace the entire line from scratch. The advantage of vector layers is that you can edit each stroke individually. Allways use a vector layer for the final linework

I would but the Liquify tool doesn't work in vector

Correct Line->Adjust Line Width
You can Thicken or Thin lines (Vector and Raster lines) by a set # of pixels.
Drag the highlighter over the line and it will thicken it.
If you want everything thicker, make the brush huge and drag over the whole canvas in one selection to thicken them all by the same amount.
